I have over 25 years experience in rail transit systems work including taking projects from inception to implementation and acceptance by the user.

My technical, procurement and commercial background was gained through the development of specifications and the management of over 20 systems and services contracts which were invariably completed on time and within the budget. The contracts were awarded using firm price bids and negotiated procurements for both equipment and services. I also made presentations to senior management, the board and members of the public in the course of the work.

Systems Engineering Manager and Senior Project Engineer with international experience in rail systems design, construction, operation and maintenance.   Managed the design, specifications, procurement, installation, testing and commissioning of the following transportation systems: passenger vehicles, SCADA, communications and central control, fare collection, traction power, train control and signaling systems.  Experienced in operations and maintenance planning; design and construction of new rail lines; upgrades to existing lines.  Supervised the development of specifications for the rehabilitation of trains. Technical Manager for the systems work for London Underground Ltd. framework contract and transportation related work in the London Office.  Identified teams for the work, prepared and reviewed responses to customer enquiries and briefs, guided and reviewed systems work.  Supported development of specifications to upgrade block-jointed track circuits to a Transmission-based Signal System for the Jubilee and Northern Lines; defined interface and integration requirements and the functional requirements for the service control center.

Senior Project Manager for MARTA’s Rail Vehicle Consultants

(JV Company including Parsons)

Developed and commenced implementation of the Metropolitan Atlanta Rapid Transit Authority (MARTA) Rehabilitation and Life Cycle Maintenance Programs

Achievements

  • Set up a project team, with the appropriate skills, to address pressing maintenance issues, particularly the immediate need for additional trains to meet service for the North Line Extension.
  • Our staff gained access to the shop floor and worked alongside MARTA technicians, in a strong unionized environment, trained and helped MARTA staff with corrective (unscheduled) maintenance.
  • Commenced development of a Life Cycle Maintenance Plan, which included the writing of procedures, logistics and training for preventative (routine) maintenance.
  • Took on additional work to develop the rehabilitation specifications for a fleet of aluminum body cars built in the late 1970s and another fleet of stainless steel body cars built in the mid 1980s.  
  • Supported the procurement and implementation activities for this work.

December 1999 to March 2000

Principal Systems Engineer on the East Side Access Project for New York MTA (Parsons is responsible for Systems, Stations and Yard work)

Supported the development of Project Work Plan for preliminary Engineering together with resource-loaded schedules for the Long Island Railroad East Side Access Project work.  Helped develop the concept of dependability for safety and reliability plans.

January 1998 to November 1999, Sound Transit, Seattle WA

Manager of Systems / Chief Engineer in charge of Systems Division

Set up the Systems Group and directed systems, yard and maintenance facility work on two new light rail lines – one in Tacoma and the other in Seattle against an aggressive schedule and to a fixed voter-approved budget.  Approximately $400 million was for the systems work.  Systems equipment comprised passenger vehicles, signaling, facilities electrical, traction power and overhead contact system, communication systems, remote monitoring and control and ticket vending.  Work also included operations and maintenance planning, managing interfaces particularly with facilities and support for our first commuter rail line particularly in the area of fare collection.

  • Completed the conceptual design and started preliminary engineering.

Project Engineering Manager, Lead Systems Engineering Manager

Lead Systems Engineering Manager for systems work on the Los Angeles Metro Red Line and its extensions.  Directed Engineering Project Managers who managed multi-million dollar contracts for design, procurement, installation, testing, commissioning of trains, communications, traction power, facilities electrical, computer systems for fire and emergency management, central control, signaling, automatic train control and facilities mechanical and electrical equipment.

  • Led a highly motivated team of MTA staff, design and construction management consultants.
  • Procured systems approximately 30% under budget, through innovative contract packaging.
  • Designed and implemented a turnkey fare collection system for the Metrolink Commuter Rail System in less than eighteen months.
  • Assured standardization of equipment using procurements with multiple notices to proceed to support staged line openings.
  • Initiated and encouraged novel approach to radio, and Transit Automatic Control and SCADA systems design.

1987 Project Engineer responsible for the Red Line Passenger Vehicle procurement; negotiated technical and contractual aspects; managed design and procurement consultant activities.

1983 Senior Engineer responsible for the development of the Passenger Vehicle, Train Control and Communications specifications

Applications Manager and Senior Engineer

Set up Applications Engineering Department.  Provided applications support and product training for instrument and thyristor product range; trained United Kingdom sales force and overseas agents on the capabilities of the equipment and in providing customer support for a newly introduced multi-loop microprocessor-based temperature and process controller.  Designed a pre-programmed control system to automate a new, 1 MW, plasma discharge furnace used in the nitride hardening and treatment of steels.

1967 to 1979     London Transport, London, England

Received a thorough grounding in train performance calculation and testing in the Traction Engineers Department.  Supported the testing of the New Victoria Line prior to its opening for passenger service and later helped with the maintenance and testing of the Automatic Train Operation equipment.  Designed and developed a number of solid state control systems to update and replace older equipment on trains.  Many of these items have since become standard features on trains.  Among these items were motor-generator controls, multiplexed fault annunciation and controls, automatic train driver box, automatic diagnostics and wheelslide control.  As the Engineering / Project Manager in the Electronics and Traction Control sections was responsible for two chopper- controlled test trains with several prototype sub systems.

  • Managed design procurement and testing of two $1.5million experimental chopper controlled trains.  The work included testing for signal system compatibility.
  • Supervised engineers involved in design, development of equipment for use on vehicles.
